R|CAT understands the environmental characteristics of energy products and services, and therefore serves as the bridge to communicate the benefits of energy products and services as they relate to the environment and the public.

R|CAT bridges the inter-agency objectives and relationships – local, state, federal – for developing, siting, permitting, operating, and shutting down energy projects. R|CAT facilitates a framework for open communications among the agencies. This is achieved by assuring that, among all agencies, consistent and timely project information is shared, procedural timeframes are clear, and responses to the agencies are complete.

R|CAT supports businesses during rule development, through permitting, in public workshops and outreach activities, and by coordinating and implementing risk communication efforts. Maintaining open and productive communications with agencies and communities before and during regulatory proceedings can provide greater project understanding, alternatives, and acceptance.

R|CAT supports, in a similar manner to businesses, communities and organizations during regulatory and public involvement processes; this includes those communities and organizations involved with environmental justice. As the U.S. EPA shares, “Environmental justice is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies.” 

R|CAT assembles, whether for business or communities, project teams with the expertise (e.g., facilitation, collateral material and interpretive design, language translation). This combination of public and environmental affairs is directed at meaningful project implementation.
